Is there a rule about using electric carts for a PDGA sanctioned event?

No rule yet. We used them at Willow Brook for both our events there. They are banned from use by players at NT events. I think it is rule 8.4.1 but the rule number slipped from my brain when the phone rang and they wanted opinion number 053487! :D I don't think that rule crawled into the proposed rule changes either.
Electric carts are fun. They make the $10-$15 per player course use fee worth it.

If there is no rule violation, I am going to include electric carts for the Harbor View Challange "B" tier in Little River South Carolina June 11th and 12th. Hotel onsite, electric carts, lighted 18 hole course, beach close by..... Disc Golf in Style!

1994 Pro Worlds at Pleasure Island. The carts were fun, but a little 'too fun' for some, and were banned the following Worlds there.

We made using them mandatory at Willow Brook so that all the groups would flow at the same pace and we could finish the Final 9 before dark. Electric carts are a ton of fun.

It hasn't happened yet but an event where snow mobiles are required to play at Highbridge this winter is in the works.
The Octboerfriz (unsanctioned)has used carts for years, last year this guy got a D.U.I. while cruisin around in his cart.

Now you’re talking Chuck! Snowmobiles are so much fun! I spent countless hours in the early 90’s getting pulled behind a snowmobile using a water-ski rope while I was on a snowboard. Big fun potential, even bigger wipeout potential. Add disc golf to the mix and I’m sure we would have a new extreme reality show! A few years back I was talking with the people at Mt. Bachelor in Oregon about throwing an Ice Bowl event out on the cross-country trails in the winter. When a snowcat plows through 20 feet of snow, it can leave a very impressive (groomed) fairway! Anyways, the logistics became too much for them to handle so it never happened…. But for now it’s going to be electric carts! No DUII problem here as we will be on a golf course with hotel crawling distance away!

Wow!!! Tell me when that tournament is and I will be there for sure!!! I played the Willow Brook tournament in MI when they used the golf carts and that was a blast!!! I think the only thing that would be more fun that golf carts are snowmobilies! haha Snowmobiling and Disc Golf, the perfect mix for WI!

We used carts for the Indian Springs doubles event last spring. I did not make it mandatory since it added more to the entry fee although most people did get carts. I grouped the non-cart riding groups together and they were done WAY before the cart riders. It was just too much fun zipping around the course.
