Andrew, pdga.com and pdgastore.com are up and running at this time and we've had no other report of outages or problems. What URL were you trying to reach and what, if any, error messages did you receive?

I find it annoying that PDGA would rather have me call (to save the $3 handling fee) than renew online.

Unless it changed for 2013 - calling doesn't save you the handling fee - but I'm not in the loop anymore as I was in the past.

The handling fee is intended to off-set the transaction fees charged by the credit card processing company. Whether it's online or over the phone, if you are paying with a credit/debit card, it will cost you the handling fee. Only way to avoid that fee is to mail in your registration/renewal with a check/money order (in which case, you only pay extra for the stamp).

Thank you. I misunderstood the fee. I appreciate the clarification. (Sorry for the long delay on this acknowledgement. I just don't read this forum enough.)
